Local Authority are seeking a Senior Project Manager within the Public Health Team. The purpose is to support delivery of their Multiple and Complex Needs procurement project.  Full or Part-time applicants will be considered, 3.5 – 5 days a week.  The role is anticipated to run for 3 months with the possibility of being extended. 

The Senior project Manager must have professional qualifications and experience in project management, as well as strong interpersonal skills, with the ability to engage, motivate and build relationships with a number of project leads, key partners and stakeholders – this will be critical to the success of the project.

The Key Purpose of the role is to work across the authority and with partners and other external organisations to manage the delivery of large complex change and improvement projects which transform services and deliver real and significant benefits to the organisation and people of Torbay. You will be required to manage multiple projects taking full accountability for all aspects of delivery, owning the business case and ensuring that all stakeholders are fully engaged.

Duties and Accountabilities:-

  • Work closely with Heads of Service and other senior officers across the authority to champion and drive through significant areas of change.
  • Manage multiple significant projects at any one time delivering required outcomes to time and budget.
  • Effective co-ordination of project/programme workstreams and overseeing any risks and issues arising.
  • Build strong working relationships with stakeholders and forging strong strategic alliances.
  • Manage project teams consisting of staff from across the organisation and beyond.
  • Communicate effectively delivering concise, pertinent project documentation and reports as required.
  • Responsible for effective quality assurance and overall integrity of projects and programmes.
  • Actively identify risks, issues and pursue resolution, including the development of contingency plans to effectively minimise the risk to the organisation.
  • Promote and support the effective use of recognised business transformation techniques. This will include programme and project management, change management, business analysis, LEAN systems thinking, value for money and cost containment methodologies. It will also involve evaluating new techniques and supporting their dissemination and application in relevant situations.
  • Analyse customer needs, service demand and delivery capability.
  • Manage multiple significant projects at any one time delivering required outcomes to time and budget.
  • Assist in the development of multi-agency framework budgets, ensuring correct levels of governance are in place to ensure effective monitoring and control.
  • Manage project teams consisting of staff from across the organisation and beyond e.g. business analysts, Senior Managers, operational representatives, supplier representatives, partner representatives.

Essential Skills:-

  • The ability to manage multiple and complex projects taking full accountability for all aspects of delivery, owning the business case and ensuring that all stakeholders are fully engaged.
  • Effective management skills to supervise and line manage staff, manage workload, delegate tasks and coach and mentor staff.
  • Ability to work to tight budgets and time schedules. This requires excellent personal time management skills plus a high level of productivity.
  • Managing production of project deliverables i.e. business cases.
  • Risk analysis methods and management.
  • Task scheduling /prioritisation.
  • Ensuring all projects comply to PRINCE2 standards to a practical level.
  • Excellent report writing skills.
  • Organisational skills – including the ability to prioritise workloads within timescales and meet deadlines
  • Excellent leadership, communication (written and oral) and interpersonal skills.
  • Direct, develop and motivate people working on the programme /project ensuring all programmes are developed in line with ‘Managing Successful Programmes’ methodology.
  • The ability to present complex and sometimes contentious information in an easy-to-understand and concise manner to a range of different audiences.
  • The ability to make decisions and recommendations, sometimes at short notice and take responsibility for them.
  • The ability to manage conflicting deadlines and identify and manage constant change.
  • Tact, consideration and diplomacy skills are required by the post holder e.g. in order to manage the expectations of customers.

Knowledge:-

  • Proven knowledge and expertise in a project management approach to delivery of improvement and change
  • Detailed knowledge of the production of project management documentation.
  • Understanding of public sector governance processes to ensure that deadlines are met for effective decision-making timelines.
  • Theoretical and practical knowledge and experience or PRINCE2 project methodology (or similar).

Experience:-

  • Experience of the successful delivery of improvement and change.
  • Experience in responding to quickly changing priorities and competing deadlines.
  • Experience of problem solving, being innovative and creative in terms of designing and implementing solutions.
  • Positive track record of motivating, persuading and influencing colleagues and other stakeholders.
  • Experience of working on own initiative and making and justifying robust and sometimes contentious decisions.
  • Experience working across multiple departments/organisations and dealing tactfully and persuasively with complex and sensitive matters.
  • Experience dealing with staff at all levels in professional situations.

Qualifications:-

  • Professional qualification in programme/project management such as Prince 2 or similar.
  • Educated to Degree level standard (Including HND, professional/enhanced skill qualification) or equivalent or demonstrable work-related experience in appropriate areas.

The successful candidate must demonstrate a commitment to safeguard and promote the welfare of children and young people, have the ability to travel efficiently around the Bay/South West/UK in order to carry out duties and be able to accommodate occasional/permanent home-working.
